Job Title: Senior Manager of Clinical Governance and Quality Improvement
Reports to: CEO
Contract Type: Full Time Permanent, 39hrs per week

Purpose

The appointed person will be an integral part of the senior management team of Trustus and will ensure that Clinical Governance and Quality Improvement becomes an integrated set of actions and achievements across the entire company. The post holder will support the delivery of Trustus home care and day care centre services in the areas of clinical quality, patient safety and risk management and will ensure the organisation continuously improves the quality of care and service delivery to clients and that best practice and agreed national standards of compliance are adhered to at all times.

KEY RESPONSIBILITIES:

Clinical Governance

  • Ensure all required clinical policies and procedures are in place across care services, documented and maintained to assist organisational practices to be that of a safe and high quality service provider.
  • Advise CEO and senior management team of compliance with HIQA regulations in line with HSE tender requirements and future HIQA compliance regulations for licencing of homecare providers.
  • Conduct random and planned clinical governance inspections across locations where care services are delivered submit report of findings to CEO with recommendations and corrective action plans where required.
  • Conduct formal assessments of all care staff in line with funder SLA requirements, identify skills gaps and deliver training required to upskill staff members as required.
  • Assist with the training and induction of new staff into the home care and day care services teams.
  • Initiate, implement and manage change where required in order to improve clinical governance practices and standards in collaboration with the CEO and provide leadership through the change.

Service Improvement and Quality Management

  • Conduct regular reviews of client lists and any complaints logs to determine and plan
    actions on the basis of such reviews.
  • Develop service monitoring templates and procedures which will objectively measure the actual level of service provision against HSE requirements.
  • Assess the complaints handling procedure and related practice on the ground and continually advise the CEO and Management Team on the areas of required improvement.
  • Implement and resource effective systems for the management of quality improvement and measurement, risk management, incident management, open disclosure and feedback and complaints.
  • In collaboration with the CEO develop, review, implement and monitor a quality management framework that is consistent with legislative and organisational requirements and will lead to Trustus becoming the best practice operator within the sector.

Risk Management

  • Develop, implement and regularly review a risk management framework to ensure clinical risks are identified, minimised and managed.
  • Create critical incident management protocols to assist the organisation to maintain a safe environment for care service delivery and respond effectively when an incident arises.
  • Ensure the implementation of policies and practices which will ensure compliance with the provisions of the Health, Safety and Welfare at Work Act.
  • Ensure that Risk Management and Quality Improvement initiatives are fully integrated across all sections of the company.

Strategic Development

  • Assist with the development and maintenance of relationships with key external regulatory agencies and together with the CEO represent Trustus at meetings with senior official from funding agencies.
  • As a member of the senior management team you will have a key input into the overall strategic development of Trustus which will include supporting with tender applications/funding proposals as required and assisting with the design and delivery of new pilot programmes in line with expanding services to the HSE and other government agencies.
  • In collaboration with the CEO and Senior Management team you will help foster a work based culture that promotes and supports clinical governance, patient safety, open
    disclosure, quality improvement, risk management, and client feedback.

On Call

  • The company has an On Call system in support of its Home Care Assistants for which an On Call payment is made. This operates 7 days a week. You will be required to create the weekly / monthly rota and to participate in same.
  • The rota operates as follows: Mon-Fri 7am – 9am, 5pm – 10pm and Sat & Sun 7am – 10pm.

Reporting and Administration

  • Manage allocated budget expenditure within your area of responsibility.
  • Ensure client confidentiality is maintained within your area of responsibility at all times
    as well as adherence to GDPR and funder requirements in relation to the management and storage of all client data.
  • Maintain appropriate administrative records for each programme area and present reports as required to the Trustus CEO.
  • Keep up to date with changes in regulation and legislation relating to your services area and ensure adherence and compliance as required.
  • Undertake any and all duties appropriate to the seniority of the position they fulfil within the company.
  • Compile and provide ongoing Key Performance Indicator Reports and other KPI’s and data as required by the HSE and our Service Level Agreement.

Essential Requirements

  • Candidates must hold an active NMBI Pin
  • Minimum of 5 years in a management role
  • Excellent people skills and an ability to communicate effectively in a professional
    manner
  • Post registration management qualification desirable
  • Experience in care of the Elderly
